[ARCHIVED] DistrictR Online Mapping Tool - Draw a Map!

You can help shape the City of Napa’s voting districts for City Councilmembers by drawing your own map! You can now draw and submit your own proposed district map for the City Council to consider before a final map is adopted next year.  

A new online mapping tool called DistrictR is now available on the City of Napa’s website. This web-based software is ready for you to draw your communities of interest or a full map of four City Council districts.  You can access DistrictR by visiting this link:

There are MANY ways you can participate in drawing your own proposed district map. Take a look at all the options below and do whatever works best for you!

  1. Utilize the web-based mapping tool called DistrictR by visiting this website: https://districtr.org/event/City_of_Napa. The DistrictR tool is a relatively simple way to create four City Council districts for Napa and analyze the size and racial/ethnic breakdown of proposed districts using 2020 Census blocks.

Before you get started, please check out this instructional video on DistrictR in order to show you how to use the online mapping tool.

2. Use the physical participation map to draw your proposed districts and calculate the total population. Please use a thick, dark-colored pen to draw your map. 

You can print a copy by downloading the participation map (PDF) here, or printed copies of the participation map are also available at the City Clerk’s Office located in City Hall on 955 School Street. Swing by City Hall today to pick up a participation map and start drawing district lines!

3. Attend an upcoming Community Workshop and participate in the map drawing exercises following a brief presentation from the City’s demographer. Mark your calendar and save the date!

Following the presentation, members of the public are invited to draw their own maps during hands-on exercises and provide feedback. 

Presentation on the process begins at 6:30 p.m.

Drop by any time between 6:30 p.m. – 8:00 p.m. for hands-on exercises to draw maps

When drawing your map, please consider the following criteria:

  • Relatively equal size (remember people, not citizens)
  • Population for the purposes of determining district size is drawn from the most recent decennial census
  • 2020 Census Population: 79,414
  • Ideal Population for each District: 19,853
  • A maximum deviation of 10% is allowed between the largest and smallest district or a maximum difference of 1,985 residents between the largest and smallest district
  • Contiguous (Districts should not hop/jump)
  • Maintain "communities of interest"
  • Follow City/County/local government lines
  • Keep districts compact (appearance/function)

Completed maps can be submitted via email to the City Clerk at [email protected], or mailed/dropped off to the City of Napa, City Clerk’s Office at 955 School Street, Napa, CA 94559. One of the easiest ways to submit a map is to simply take a picture of your map and email a photo from your mobile device.

All proposed maps will be provided to the City Council for consideration at an upcoming Public Hearing.
