The City Clerk is accepting applications from Napa Residents for a total of seven (7) openings: two to serve on the Community Development Block Grant Advisory Committee, two to serve on the Planning Commission, one to serve on the Napa County Library Commission, one to serve on the Napa County Sanitation District, and one to serve on the Napa County Mosquito Abatement District Board.
The Community Development Block Grant (CDBG) Citizens’ Committee is advisory to City Council on matters regarding the assessment, planning, development, implementation and amendment of programs under the Community Development Block Grant program, a grant program to assist low- and moderate-income residents administered by the Federal Department of Housing and Urban Development (HUD). Applicants must be City of Napa residents and registered voters. Members may include representatives from the business community, disabled persons, youth, seniors, minority groups, low and moderate-income persons, others who are directly affected by the CDBG program. The CDBG Citizens’ Committee meets on the fourth Monday of the month on an as-needed basis, with supplemental meetings during the Community Development Block Grant application process during the spring of each year. Meetings are held in the City Council Committee Room at City Hall, 955 School St., Napa.
The Planning Commission is advisory to the City Council on matters related to land use and planning, particularly related to amendments to the City's General Plan policies and Zoning Ordinance. The Planning Commission is the decision-making body for specified land use actions, including conditional use permits and design review permits. One of the three appointments shall fill the requirement of “design professional”. Applicants must be City of Napa residents and registered voters. The Planning Commission meets regularly on the first and third Thursday of each month at 5:30 p.m. in the Council Chambers, located at City Hall, 955 School Street.
The Napa County Library Commission functions under the authority of the County Board of Supervisors, reports on matters concerning the Library, and serves as community advocates on behalf of the Library. The Commission is made up of eight members appointed as follows: two appointed by the Napa City Council; three appointed by the County Board of Supervisors; one appointed by the Calistoga City Council; one appointed by the American Canyon City Council; and one appointed by the Yountville Town Council. Term of office is for a period of three years. The City of Napa representative to the Napa County Library Commission must be a resident of the City of Napa. Meetings are held the first Thursday of every other month.
The Napa County Sanitation District Board is the governing body of the Napa Sanitation District. The Board is the decision-making body concerning District policies, projects and budgets and reviews policies and makes recommendations concerning matters involving wastewater collection, treatment, disposal, and beneficial reuse of water and biosolids. The Board consists of Five Members. One member is appointed by the City of Napa City Council; two include the City of Napa Mayor and one Councilmember; one a Napa County Supervisor; and one member of the public appointed by the Napa County Board of Supervisors. The Board meets the first and third Wednesday of each month at 1515 Soscol Ferry Road at 4:00 pm.
The Napa County Mosquito Abatement District Board is the Governing Body of the Mosquito Abatement District which provides mosquito/vector control services for the County of Napa. The Board consists of six members: one of whom represents the City of Napa. The City Council of the City of Napa appoints one member to the Board of Trustees to serve as the City’s representative. All other members represent the other governmental jurisdictions in the County of Napa in addition to one member representing the County at-large. The City of Napa representative to the Napa County Mosquito Abatement District Board must be a resident of the City of Napa. Meetings are held the second Wednesday of each month at 7:00 p.m.
