GPAC Quick Hits Newsletter

This newsletter is intended to provide the General Plan Advisory Committee (GPAC) periodic updates on the General Plan Update process, upcoming meetings, and activities. It is also a way for GPAC Members and Planning Staff to share articles and ideas on topics of interest and trends related to community planning.

See below for special announcements on the City's COVID-19 protocols and special GPAC Activities during the shelter-in-place orders.

The General Plan Update process is at an exciting stage! Based on input from the first stage of community outreach, preliminary ideas and concepts are being developed to get the community’s input before preparation of a final Preferred Plan, which will then form the basis for detailed General Plan policies.

Your feedback in this survey will help craft a General Plan that builds upon the livability in Napa, ensuring that the community reflects the vision of being inclusive, family-friendly, balanced, sustainable, and flexible to adapt to changing future circumstances. Additional community-wide outreach events will continue help shape the Preferred Plan Concept.

General Plan Update - Behind The Scenes

SB2 Grant Funds On Their Way!

After a few delays, the City received the Standard Agreement from the Department of Housing and Community Development (HCD) to award the $310,000 SB2 Planning Grant. Planning Staff has drafted a contract for consultant services for Dyett & Bhatia to perform a Housing Sites Inventory with a portion of the SB2 Grant Funds. Work will be underway soon!


Local Early Action Planning Grant (LEAP)

Planning Staff is preparing a report to City Council requesting authorization to apply for another grant through HCD. If awarded, the City is eligible for $300,000 in funding for adoption of ordinances and/or process improvements which accelerate housing production. Applications are due July 1, 2020. Look for the report on the June 2, 2020 City Council meeting agenda!


Climate Element Draft

City Staff will be meeting with members of our community along with GPAC Members John Glaser and Chuck Shinnamon in the next week or so to discuss a draft of a potential Climate Element! More information to come!

Shelter-In-Place Extended 

Napa County Public Health has extended the Shelter-In-Place orders until further notice. Stay up to date on the City's Alerts page on the City website and County Health's COVID-19 information page.

City Offices Closed - Staff Still At Work

All public counters in Napa City offices are closed to the public, and open only on a by-appointment basis. By modifying services, using social distancing and offering assistance and service over the phone, we can do our part to minimize COVID-19 exposure to City staff and the public. You can continue to communicate with Planning Staff by calling 707-257-9530 to schedule a phone appointment.
