For the Health & Safety of Our Community: Wash Your Hands, Cover Your Face, Avoid GatheringsWith the 4th of July holiday weekend coming up, it is important that you continue to protect yourself, your family and our community from COVID-19. Normally we get together to celebrate with family and friends. However, this year is different.
COVID-19 is still present in the community and the risk of contracting and spreading COVID-19 still exists. It is important to take the proper precautions to ensure that we can keep our businesses open and avoid another economic shut down, the loss of jobs and additional family hardships.
Important steps you can take to prevent the spread of COVID-19: - Wash or sanitize your hands regularly and avoid touching your face
- Wear a face covering. Face coverings are now required when inside any public place or business, and outside when 6 feet of distance between households cannot be maintained.
- Avoid gatherings and parties with people from outside your household. This is critically important, as many recent positive COVID cases in Napa County are a result of families and friends gathering amongst households.

Napa County Jurisdictions Establish COVID-19 Compliance Task Force Coalition Due to an increase in COVID-19 cases, the Cities, Town and County of Napa are establishing a COVID-19 Compliance Task Force Coalition to ensure the public health and safety of our residents, employees, and visitors. This is necessary to keep Napa County in good standing with the State of California and prevent the potential closure of our critical businesses, restaurants, tasting rooms and hospitality industries.
The increase of COVID-19 cases statewide, and more importantly locally, require Napa County jurisdictions to undertake more aggressive actions to minimize the spread of COVID-19 via the Napa County COVID-19 Compliance Task Force Coalition.
The Napa County COVID-19 Compliance Task Force Coalition’s first mission is to achieve compliance through education, however, steps will be taken to ensure the public health and economic vitality of our respective communities.
Each Napa County jurisdiction has assigned staff to work with the County and monitor COVID-19 complaints as they are received. Complaints will be reviewed and addressed based on risk including but not limited to:
If a business fails to comply with a County or local jurisdiction directive, they are subject to civil and administrative penalties, up to and including fines, temporary restraining orders and revocation of use permits.

Fire Marshal Reminds Residents That Fireworks Prohibited in NapaThe City of Napa reminds residents that the sale, discharge or possession of fireworks, even the so-called "safe and sane" variety, is illegal in the cities of Napa, American Canyon and Calistoga, the Town of Yountville, and all unincorporated areas of Napa County.
Firecrackers, bottle rockets, Roman candles and other devices that explode, move along the ground, or travel through the air are classified as dangerous fireworks and are banned throughout the State of California. Pursuant to California Health and Safety Code section 12721 and Napa Municipal Code Chapter 8.04, Fireworks found in the city will be confiscated and persons found using or possessing fireworks may be issued a citation. This warning also applies to fireworks purchased elsewhere and brought into Napa.
In 2011, an estimated 17,800 reported fires were started by fireworks across the nation. These fires resulted in an estimated 40 civilian injuries and $32 million in direct property damage. In the same year, 9,600 fireworks-related injuries were treated in U.S. hospital emergency rooms. One-quarter (26%) of the victims of fireworks injuries in 2011 were under age 15. Sparklers, which can reach temperatures of more than 1,000 degrees, are responsible for most injuries involving children under the age of 5. COVID-19 Updates from Napa County

COVID-19 Testing at a GlanceJuly 3, 2020 - Napa County is reporting 32 new cases for a total of 376 confirmed cases of COVID-19, 231 active cases and four (4) confirmed deaths. Today’s reported cases reflect a cluster of individuals who have been quarantined, and the general public is not at risk. A total of 21,358 individuals have been tested, with 20,921 negative test results, 61 tested patients awaiting results and 378 individuals currently being monitored due to having had close contact to a confirmed case. Of the confirmed cases, 141 individuals have recovered.

Napa County's Resilience Roadmap There are a lot of questions out there about the recent increase in cases and what that means for the County's shelter at home order. Napa County has introduced a new dashboard for the public to see how Napa County is doing in meeting metrics related to controlling the spread of COVID-19, ensuring that the health care system can handle new COVID-19 cases, and protecting the most vulnerable. These indicators have been identified by Napa County and the California Department of Public Health and inform decisions made by Napa County on when and how various sectors may reopen and operate. Data is updated every Saturday. We encourage you to check the data regularly and stay informed.

The City of Napa has created an easy-to-use interactive map in order to help residents find out which district they currently reside in. You may use this helpful tool by simply typing in your address into the top left-hand search bar and clicking on the search icon. Your search results will show the exact location of the address provided on the interactive map.
Please note that these Council Districts will go into effect for the 2020 City of Napa General Municipal Election to be held on Tuesday, November 3, 2020. This will be the first election of Councilmembers in a district-based election, following the City Council’s adoption of Ordinance O2020-007.
As set forth in Ordinance O2020-007, the Mayor will be elected by the voters citywide. However, each Councilmember will be elected by voters in the district in which the Councilmember resides. The offices of Councilmembers in Districts 2 and 4 will be on the ballot for consideration by the voters on Tuesday, November 3, 2020, and the offices of the Councilmembers in District 1 and 3 will be on the ballot for consideration by the voters at the General Municipal Election in 2022.

LAFCO Issued Countywide Water and Wastewater Municipal Service ReviewPublic Can Review and Comment on Report through 1 PM on July 20, 2020The Local Agency Formation Commission (LAFCO) of Napa County has issued a draft report on its Countywide Water and Wastewater Municipal Service Review (MSR). The draft report represents LAFCO’s independent evaluation of the availability and adequacy of municipal services provided by the 14 local government agencies that provide potable water, recycled water, and/or wastewater services in Napa County. This includes making determinations on a series of factors as required under State law that include infrastructure capacities, financial ability to provide services, and alternative service delivery options. LAFCO will use the MSR to inform its decision-making as it relates to fulfilling its planning and regulatory responsibilities in facilitating orderly growth and efficiency of service provision.
The draft report is available to the general public for review on LAFCO’s website here. LAFCO invites any interested member of the public to submit written comments on the draft report through July 20, 2020 at 1:00 PM. Written comments on the draft report will be incorporated into a final report that will be adopted as part of a future public meeting. Written comments should be submitted by email to Jennifer Stephenson at [email protected].
The draft report will be presented at a virtual workshop on July 13, 2020 at 2:00 PM. All interested parties are encouraged to attend the workshop and provide verbal testimony. Napa City Clerk Accepting Applications for Commission, Committee and Board Openings - Apply Today! Want to make a difference in your community? Do you have expertise you could share? The City Clerk is accepting applications from Napa Residents for a total of five openings; one to serve on the Community Development Block Grant Citizens’ Committee, three to serve on Cultural Heritage Commission, and one to serve on the Napa County Mosquito Abatement District Board. Annual Drinking Water Quality Report ReleasedCity of Napa tap water met all stringent U.S. EPA and State health standards in 2019. English and Spanish versions of the annual Drinking Water Quality Report are posted online in the Water Quality section at www.cityofnapa.org/water. A message on recent water bills alerted customers of the report’s direct web address. Along with summarizing regulated substances and water treatment tasks, the report describes our source waters, the importance of protecting our watersheds, and the steps we have taken to ensure water reliability during COVID-19. Visit our new Sampling & Testing page at www.cityofnapa.org/water for ongoing monthly test results and more details about the regulatory standards that ensure public health. Printed copies of this Drinking Water Quality Report will be mailed upon request by calling 707-257-9521. Once City offices reopen, printed copies may be picked up at the Utilities Department, 1700 Second Street, Suite 100, or at the Finance-Collection windows in City Hall, 955 School Street. The City continues to primarily use the electronic distribution method for this report, saving resources and ratepayer funds while still communicating to customers about the health and safety of their tap water.
