1. What is Concrete Sidewalk Displacement?

“Concrete Sidewalk Displacement” (CSD) is any deformation, deterioration or damage to a sidewalk that results in a non-flat and discontinuous surface in the vertical plane that does not comply with the standard specifications.

“Lucity Asset Management System” is a software system used by governmental bodies to track work requests and work performed by location, address, or geospatial asset type. 

3. What is a Prioritization System?

“Prioritization System” is the manner and method damaged sidewalk locations are evaluated by set criteria to determine which repairs will be completed first.  The evaluation criteria includes the height of the sidewalk displacement, location proximity to schools and other pedestrian areas, anticipated schedule of sidewalk repair, and whether a tree needs to be removed or has already been removed.     

4. What is Priority Location?

“Priority Location” is a specific place, typically by address, that a CSD exists or existed that has been evaluated through the prioritization system and determined as a location to schedule repair outside of the Neighborhood Sidewalk Program. 

5. What is the Neighborhood Sidewalk Program?

“Neighborhood Sidewalk Program” is the concrete sidewalk repair program managed and operated by the Public Works Operations Division that repairs public sidewalks and concrete walkways in residential areas, typically associated with the Paving Program areas. 

6. What is a Service Request?

“Service Request” is any formal complaint received by the City through the on-line service center (www.cityofnapa.org/servicecenter).  The service center has a specific category dedicated to reporting street and sidewalk concerns.  There is a drop-down menu to for the type of problem to report, which includes “damaged sidewalk or curb.”  Sidewalk issues reported through the system are inspected and if validated, cataloged by Public Works as requiring a repair. 

7. What is the Sidewalk Cost Share Program?

“Sidewalk Cost Share Program” is the program managed and implemented by the Public Works Engineering Division to provide for partial funding reimbursement for preapproved projects for the repair of public sidewalks completed by the property owners.  Funding will not be provided if work begins prior to full project approval.   

8. What is Sidewalk Shaving?

“Sidewalk Shaving” a method for completing sidewalk repairs and removing CSDs with horizontal saw cutting to remove a portion of the surface of an existing sidewalk where vertical displacements do not exceed 2-inches.
